Yes, through the USB port. You'll need a USB-A to USB-C adapter.
Title says Windows PC and Android, why you bother to try xbox s?
sometimes they work, sometimes they don't, posting it for awareness more than anything else... sometimes people flash it with different firmware and it works for other things, too.

The picture on the controller looks like USB-C. So wouldn't it be USB-C to USB-C cable?
