Yes, it can run Blue Iris with 10 cameras, assuming you're mindful of:
  • Stream optimization (substreams, D2D recording)
  • Storage expansion (for long-term footage)
  • CPU usage (no hardware decoding)

Why would you post this version when the 6800H with 24GB DDR5 is $309.99?

*I can see that one is a deal for everyone while the 6800H is a prime exlusive price. If you got prime look into the upgrade.
Is this cpu/gpu significantly better than the OP one?

Would this be a good option for a small NAS or plex server?
I'm still running a raspberry pi 4 for my plex server. no issues. and I often use it with three people watching different stuff. not 4k though. i aint got no time for that.

This would make an amazing firewall/router machine using opnsense or pfsense. This has dual 2.5 gbit lan and it can be a wifi 6E access point. Good horsepower for intrusion detection and chip supports aes extensions for openvpn or better yet use wireguard for vpn client or server.
That's exactly what I'm getting it for. Time to replace my outdated pfsense appliance that won't take any more updates to the software.

Assuming it has Intel LAN and not Realtek.

Intel NICs > Realtek

This is especially true with 2.5G NICs. Tried opnsense on a mini PC with dual 2.5G Realtek NICs (can't remember the model) and it was a mess, never got close to full throughput. Switched to Intel (Trigkey G5) and all my issues went away.

For something as critical as a firewall/router, I don't want to deal with potential issues. I just want it to work.
