Amazon runs these coupons in select regions. I can only check mine (MidAtlantic) but I've also noticed in the comments that other members from different regions could also have those (or different values) coupons.
I believe Amazon uses these coupons to clean up their warehouses. Some of the items from these sales also end up on Woot.
