I tried to connect it to my MacBook and PC laptop, neither was able to connect to a monitor through this dock. Not sure if it is my problem or the dock.

I just don't know WTF to say. I don't want to just call people stupid... but... WTF.
Is this why the dock gets such bad reviews? Because people are failing to plug the computer port into the computer and then wrongly try to use one of the device ports on the back instead? It's not like the manual and instruction videos don't cover this or there isn't loud hints that you need to plug the right port into the right thing to make it work.
Or maybe you just got unlucky with a failed unit or bad cable.
Anyway mine worked fine. Crazy good deal if it actually works I guess. I tested with an older TB3 Dell XPS 9370.

For reference, it would be connected to a Samsung Galaxy Book4 (base) notebook NP750XGK-KS2US that appears to have USB 3.2 Gen 1 (3.1 Gen 1) Type-C ports.

So that's an interesting question. USB4 hubs actually do have the ability to offer DP Alt Mode passthrough, retroactive to USB 3.0 Type-C with DP Alt Mode.
USB 3 Type-C hubs (very) rarely offer this functionality, but it was standardized in USB4.
What I don't know is if this particular hub will do that.
It may require the USB4 hub to enable USB 3.0 BC mode. And this one doesn't appear to have that. (Hence why it's $35 on Woot - I suspect).
But DP Alt may flow independently if you have a DP Alt PC with MST.
Either his dock was broken out of the box, or he's stupid and plugged it into one of the rear TB device ports instead of the PD port. See my comment above regarding another moron who did exactly that and then bragged about how the dock didn't work.
I just returned this POS. It was useless. It wouldn't power my laptop, the Ethernet jack wouldn't grab an IP... Using TB5 cables I couldn't even see the laptop from my computer, or vice/versa. Literally nothing worked as advertised.

Maybe there's a quality problem where some are broken out of the box, or maybe there is a compatibility problem with certain chipsets or firmware.
Whatever the problem is, I didn't have it. My dock worked fine with the two laptops I tested.
Amazon isn't pricing them this way for charity. There must be something going on.
