Is this the newest model which doesn't allow sideloading Android apps?

No, this is Fire TV Stick 4K (2nd Gen) released in 2023 which allows sideloading. The one which doesn't allow sideloading is branded as Select and has only 1GB RAM. It's also more expensive right now, which makes no sense.
