This is a motorcycle, think a Yamaha rz-250 in electric form.It is not a bicycle. It is not an ebike. It is not a moped. 30mph is usually the line between "moped needs a license" and "motorcycle needs vin/insurance/motorcycle license." 45mph? No question. 6,000W (9hp)? No question.You will need license and registration to use it anywhere besides a motocross track, assuming it even offers a VIN. It is almost certainly illegal to use on any public path or bike trails not rated for motorcycles.
this is an e bike. it is not a "dirt bike" in any real form.
I would be down for this wattage and battery size (BUT with a speed limiter on 20 mph... But also a short burst boost option like how DJI's new mid drive is doing it)... But as a normal looking bike that actually acts like a bike via pedal assist.
If I'm being honest, all the bad eggs doing stupid things with ebikes are making legitimate responsible Ebike riders look bad. Sure, responsible Ebike riders can say, "screw them, FAFO"... But they are the ones forcing the govt to make these laws. Someone needs to be active on educating them or punishing them reasonably.

I can ride all day at 18 mph on a bike, but I purposely slow down to 13 mph in city street with parked vehicles. An experienced cyclist anticipate sudden door opening by planning emergency braking or evasive maneuver. A kid traveling at 30 mph on an ebike will probably end up in a casket...Darwin's law at work.
The solution is simple. Limit peak motor output on all ebikes with pedals to 200W. Ebikes without pedals are classified as moped or motorcycle.

funny how they get all riled up by kids on crotch rockets but has no comments on the same kids speeding and doing dumb stuff in a multi ton SUV their daddy bought them.
almost as if the problem is not with the vehicle.
