Because it's budget friendly? My i5 3740 PC from 2013 can still handle browsing and basic office applications fine, the only problem is power efficiency.
This Ryzen 4500 from 2022 is more than enough for basic works with small power consumption. Many people don't need the latest gen CPU and won't feel the real world difference.

Drop in replacement for a 1000 series Rysen for Windows 11 full compatibility. Socket plug for an A520, because you found out you can't use a 2000 series in it.
At this price, a used (imported) 3500X ($41) is a much better deal, but this a wash with a 2600X/1600AF here and good enough for a lot of stuff if you are squeamish about going used.
