Carpenter's pencil. I think that's $.60-80. I personally go for with the harbor freight reusable bag ($1) or the blades at the counter (I think about $.80). I think people have gotten away with getting the free item and paying $.10 for the disposable plastic bag (in jurisdictions that charge/tax for them).
