UBISOFT recently added an OFFLINE Mode for the game. (After all the backlash when they shutdown The Crew "1" servers.)- I tried it and I could play the game totally offline.
- UBISOFT Launcher will launch.
- Battle Eye Anti-Cheat tries to launch, detects OFFLINE and closes (I assume.)
- Game Starts.
- NOTE: Your saves will be stored on your PC and not in STEAM cloud or UBISOFT Cloud. Must GO Online to load save to UBISOFT CLOUD and REDEEM Purchases.

The server emulator for The Crew 1 barely came out in September, despite being talked about years ago: https://thecrewunlimite
UBISOFT didn't make an offline mode for the first Crew game. That's why you couldn't play it after they shutdown the servers.

The multiplayer servers are still up to my knowledge, so your comment is irrelevant.

Ubisoft only kept The Crew 1 servers up for 8 years, so it's very much relevant whether people want to go through that all over again.
Nobody cares about the offline mode.

Adding an offline mode helps the value proposition by not buying a completely unplayable game, but you aren't getting the intended experience without multiplayer.
Would you play CoD only with bots? Solo WoW?
Ubisoft is just in it to scrape the bottom of the barrel for a quick cash grab.
Some of us didn't forget that most multiplayer games used to come with server software to keep games alive indefinitely.
