Deal Instructions:
  1. Open the PayPal app on your phone (or go to the PayPal website if you're using a browser)
  2. Navigate to the PayPal Rewards section
  3. Look for the offer that says "20% cash back on pay later purchases with PayPal through 12/8"
  4. Once you find it, there should be a "Save offer" button. Tap or click that to activate the offer.
  5. After saving it, make sure you use PayPal Pay Later at checkout (choose "Pay Later" when you pay) to be eligible.

Avoid Aliexpress via Paypal. All, yes ALL, transactions are being processed by Paypal as cash advance! Resulting in Credit Card Issuer inflicting a cash advance transaction fee + accrual of daily interest as high as 28% APR! No way to resolve and all three companies (CC, AE & Paypal) will circle jerk the finger pointing of who is responsible with no solution. Reddit is exploding with many customers getting hit with these fees in the tune of 10's and even 100's of dollars. Avoid!!!

Remove your PayPal account from eBay payment first. Now after making a purchase, it will redirect you to PayPal, pick 'pay in 4' from there.

Yeah unfortunately it likely won't fall off until after the promo ends, and even if it does, it isn't clear if the offer would become active again. Paypal can't do anything about it.

As long as you haven't made a purchase since the email, the offer should still be live in your account (doesn't show "complete") and you can make 1 more transaction up to a total of 1250 (including your previous purchases). There is no guarantee the points for that final purchase will go to payable, but it seems they have for a couple already.

Wrong, just stop with the nonsense. My first purchase on 11/18 eBay purchase had pending points that are already finalized. It most certainly does NOT coordinate with a return policy.

You're just making excuses trying to feel like you are right. Stop telling people to wait for your return window to close before you expect your pending points to complete, that's not a thing.

Please no one call Paypal asking why your points haven't finalized yet when your return window may have already closed or if you think you might have to wait until February based on the confusion some of these posts are causing because some people get their points and some don't.

I've been using this on two accounts. On mine and on my wife's account.
On mine I did 3 purchases and all have 20% offer.
On my wife's, same thing. But I'd like to add, last night on the 27th I was checking out and the website glitched twice. I was trying to checkout with the PayPal before creating an account. Anyway, I had two pending transactions and I no longer had the pay in 4 option. I called PayPal and they removed the pending transactions but the pay in 4 was still not available. Tonight, about 24hr later the pay in 4 option appeared again and I was able to use it. 20% points are pending so it worked.
If you are under $1250 and don't see the pay in 4 option and you activated this offer at the start of the promotion, it likely means you made two purchases today. Wait 24 hrs.

Word of warning with HD ... They split orders often. If you order 2 GCs, you may get 2 transactions and only CB on one of them. I would try for a single GC if you go that route.

Edit: Answering my own question here I went ahead bit the bullet and prepaid ~$1250 property tax (including service fees), ~250000 points immediately showed up as pending, used Pay in 4 or whatever its called. Paid using BofA CCR that is set to online purchase we'll see if this codes as online purchase. If it sticks, easy $200, if it doesn't will be out a few bucks and I'm ok with that!
Sorry, I have not paid yet my property taxes because I'm waiting 2 more days for the 5% extra from Chase. That combined will help me with a higher discount despite the extra 1% charge for Dec
