If you don't see it, go to different sellers and it'll show up. Not op's fault.

For both of you, No. Contact Cement is applied to both surfaces, given some time to dry and then you join the two surfaces together and the contact cement bonds together. So don't approach this like super glue but more like permanent velcro where you stick a part to each side and then join it together.
