Seems like a good deal for a bat but please don't buy this. USSSA bat are for AAU/Travel ball kids. Little league is USA rated only. This bat in general should be avoided in both as it has a small barrel. Facebook marketplace is your friend at this age.

I know nothing and baseball. What age would this bat be useful for. Just to play catch and to hit for fun

Does anyone who knows these kinds of things see why this bat wouldn't work for little league? Seems to meet the size requirements according to Little League Bat Rules:

EDIT: Looks like this bat may not be acceptable for Little League because the BPF (Bat Performance Factor) is too high (1.15).

This would be the right size for the average 10 year old, but adults can easily hit with it too. It would just be a lot lighter and shorter in length compared to adult bats.
