Curious whether these super-cheap ad-supported TVs can be used without a network connection without being intrusively nagged about it.

The one I got in 2016 or so never nagged me. I'm not sure if anything has changed.

I got one of these a few weeks ago. Use an actual Roku TV rather than its native OS and disconnected the actual TV from the internet. No issues. Not sure what it be like if I was still trying to use the TV for antenna viewing though.

In March 2020, I bought a 43" TCL Roku (43S425) to use as a monitor for working from home during COVID and it is still going strong nearly 6 years later with 3-4 WFH days per week. Assuming these newer models are similar, this would be a great buy for use as a monitor. As a TV, mine is so-so, with awful viewing angles.

yes, you setup the TV and update firmware with internet first.

or you can stick with old firmware.

then factory reset the roku, and you can use the TV offline completely. no ads.

that's how i do it with all 3 of my roku tvs

Got one last week for bedroom TV. Works great. I like the Roku platform as I have 3 other TCL's and use them with YTTV.
