I wish people would stop saying this, the duty rating is the build quality not the load rating.
Look up light duty cords, they are usually ungrounded, have a flat wire or fabric sheath, and are usually in the ~6' length class.
A heavy duty 16g cord is perfect for christmas lights and battery tenders, that requires a cord be left out in the sun and rain. Im not using my nice 12 or 10g cords for that.

Just don't use heavy duty equipment on this heavy duty electrical cord

But it's purposely misleading. You're gonna have some grandma say they bought a heavy duty cord and try to run their high power appliance on it and cause issues.
