It's happening to phones that have been activated too. My buddy waited a few days after activating and it was still flagged as unauthorized modifications at the Apple store.
I'm wondering if the issue is just a batch of phones where an internal component wasn't properly registered on Apple's end during production which is causing it be read as tampered when it's not. The iPhone 16e's only recently became available for trade in, so this might be a relatively new problem that will take some time to be kicked up the chain at Apple until it's fixed.
The strange thing is the inconsistency. Plenty of people with no issues and a decent amount with issues, and there doesn't seem to be a common denominator.
