A word of caution - open box may be a product "often returned by customers." I bought an open box Apple wallet previously, and when I tried using it, it would get added to my account as it had not been removed from the previous buyer's account. I tried all I could (including Apple support), and the only answer was please return it and buy new. AirTags work the same way. You need to add them to your account. It could be a hit or a miss.

How fast/easy would it be to test these in-store to see if they're activated to an account? (not an Apple user)

You have to buy and then try adding them to your account. If they add and you can see them in the find my app, you should be fine.
