This worked for me today in Texas for an S26+.
I went to Walmart and bought the Moto G 2025 64gb, turned it on and got to the home screen, went to spectrum and traded it in.
Spectrum had to select "Other" for carrier and I got the $400 off plus $705 for the trade in. It seems like taxes were on the price of the phone minus the trade in value, so taxed on $395 at 8.25% taxes were $32.58.
In total I paid $27.57 to Spectrum (1100-400-705=-5 +32.58 tax)
On top of that I paid Walmart $32.35.
So all in was $59.92.

Took 30 mins so of course I went in at 7:25pm they close at 8pm. Do yourself a favor and update the trade-in phone to the latest software because that will take time, they had a process to follow and check the phone which takes even more time. Although the guy was somewhat knowledgeable, he didn't know about the current promo so keep insisting even if they tell you no. He also said the trade-in credit wouldn't be instant, which it was.
Had to pay tax on full amount but worth it.

Since when no additional money off? we used to get credit last year for trading in S25 to S25.
But for my s25+ to ultra trade, he did it very nicely, I only had to pay about $60+ for taxes.
I went to another store to trade the s26+, and everything went smoothly until the last checkout review page where the $700 promo disappeared. The employee was very friendly and nice and told me maybe that's because the 700 credit applies once per line. That is correct per the terms but I have previously traded at least twice per line and gotten the 700 credit each time. This time not sure if the employee didn't know or was lying or forgot to add the promo. I was in a rush and forgot about adding a new line for $20+$20 just to push the trade with the 700 credit.

What you experienced is exactly what EVERYONE experiences when trying to trade an S26 for another s26. the $700 promo disappears and theres a message that pops up that says "only one $700 promo per line" But the error even appears on a NEW line as well.
Granted i havent been able to specifically TRY an ULTRA for an ULTRA but a base model s26 has never worked.
Therefore, I need to know what exactly were the circumstances where you SUCCESSFULLY traded an S26 for another S26/+/Ultra. Because its never been done before. Was the s26 purchased on another account, and then attempted to be traded on a new account? Did you trade in the s26 to get another kind of device, THEN get the s26 ultra?
OR perhaps the s26s were no longer showing ON YOUR Account as active devices? Like you swapped out the phones?
Either way something isnt adding up and id like to get some concrete answers before wasting a 1.5 hour drive.
