This worked for me today in Texas for an S26+.
I went to Walmart and bought the Moto G 2025 64gb, turned it on and got to the home screen, went to spectrum and traded it in.
Spectrum had to select "Other" for carrier and I got the $400 off plus $705 for the trade in. It seems like taxes were on the price of the phone minus the trade in value, so taxed on $395 at 8.25% taxes were $32.58.
In total I paid $27.57 to Spectrum (1100-400-705=-5 +32.58 tax)
On top of that I paid Walmart $32.35.
So all in was $59.92.

If you know someone who has Spectrum--they could add you to their account and you can go into store and order a phone and put it on their account. I think you have to call in to get them on your account. I did that very successfully for my daughter who does have Spectrum but was unable to get to a store.
Also, asked if old phones with cracked screen is accepted, and the answer was very friendly "no, we do not trade cracked screens, phone was to be in good condition "
I checked everything online before going to the Spectrum store and the phone (I have and old Pixel 5A with a cracked screen but everything still worked) was accepted online ($3 plus the $400). When I went to the Spectrum store, the guys said that he couldn't give me the phone at the store. I have to order it online (He could have done it there for me but I rather order it myself at home) and then I have to ship my old phone to Spectrum because he couldn't accept a phone with a cracked screen, even thought it was accepted online. I was hoping to save on taxes but I guess not. I ended up paying $984.49 with tax. So, if you don't have a phone that is In perfect condition, you won't get the automatic discount at the store.

Phones that are paid in full should be unlocked but I'd still be concerned about this.
