Search "ARCTIC P14 Pro PST, 5 Pack" at the hamerzon and you will see a 5 pack for $32. I bought those in January. They move a lot of air but I have to say they are loud. If quite is what you are after you might try something else. If moving a lot of air is what you are after 2700rpm will do that.
This looks like a good review of the fans. Basically, MAX line up has a ring around the fan blades, it's slightly thicker at ~30mm and it'll move more air than comparable fans. Noise normalized, it can't be as quiet as other fans while moving the same air. With no resistance it's a little louder but it can move more air. If there's resistance, like a filter, radiator, etc, to push air through this will shine.
I have the p14 pro and prefer the max because of the ring and because I'm using radiators. Both are fine, either set gets loud above 2k rpm. They move a good amount of air.

That was my experience too, too damn loud really, and while I know at high RPM they will get loud, there was a surprising jump from "ok I can kind of hear the fans" to "Holy sh*t are they at 100%?" but they weren't anywhere near 100%.
Also not sure if the ones I got were faulty or maybe FanControl software was, but they actually turned off completely under 30-35%. Either way, I returned them, price too good to be true... yeah they were.
I've had these for 11 months and love them so far. They're not loud as others have said if you know what you're doing and set appropriate fan curves. At idle just surfing the web my computer is nearly silent with 6 of these plus a few other 3k rpm fans. Playing a light game like Rocket League my computer makes a slight hum. Playing a modern AAA title, it gets a little noisy but nothing that bothers me over the game sound.

Bought this for a new budget build. Placed this in the front of the case and a P12 for the rear exhaust. I agree with the posts about these being loud. I thought I had the fan curve set wrong, but even at lowest settings these are pretty loud to me.
