Having said that, you should generally plan to only use one port at a time. When both ports are being used, the total max output (combined between the 2 ports) is 15w and I believe that is a max of 7.5w per port.
Individually, you get 30w for USB-C and I think 15w for USB-A. These work great as a transition charger for those people that still have old USB-A cables, but are migrating to USB-C.
Also, if you are using both ports and you disconnect one, it temporarily disconnects the other as well.
Both of these issues are also present in the similar Anker chargers. I assume it's the same for Baseus, but I haven't looked into those at all.

This INIU 2 pack is a compact USB C and USB A charger set that works well as a travel spare or for moving older cables toward USB C. The USB C port can deliver 30W on its own, and the connection feels secure even with a phone case. The included cable is 5 feet, and the bricks and cords are described as solid. The main limitation is shared output, since using both ports cuts power and can briefly disconnect the other port when one device is unplugged.
The USB-C port can deliver up to 30W when used by itself for faster phone charging.
The dual-port charger limits total power to 15W when both ports are used together.
The charger connection can feel secure with a strong iPhone 15 Pro fit even when using a case.
The included cable length is reported as 5 ft, which can help with travel setups.
Using both USB-A and USB-C at the same time can reduce USB-C output to about 15W max.
Plugging in a second device can cause the charger to disconnect or switch both ports to 5V.
The deal promotion method can be inconsistent, with prices varying and free-with-purchase eligibility failing.
The charger may run noticeably warmer than an Anker GaN charger at the same wattage.

I think you're confused with max and total

Me: Is this product UL listed or ETL certified so I have some comfort it won't burn down my home?
Amazon's Rufus AI: No, but great news! The charger does have ClimatePartner Certification which means it is carbon footprint reduction certified.

As another user said, the charger will disconnect when plugging in a second device. The reason is this device is not capable of charging two devices and two different voltages. So if you are charging your phone at 9v/3amps and plug another device into the usb-a port, it will disconnect and switch to 5v charging for both ports which has a much lower max amps.
There are some other two port chargers on the market that don't have this limitation and can charge at two different voltages. They are also usually much larger.
