Meh! This is one of those Amazon products that flip-flops between two prices. In this case it's $199 and $229 every month. The aim is to make you think you're getting a deal at $199 when really that's the price they want. It seems like a good camera for the money though, but the price here is nothing special. Also note that it is now 2 gens behind the latest model.

I bought one for my motorcycle last month, and I paid $213 + tax, so yeah, meh deal.
But great camera, if you want to get one, this is what you want to buy.

fyi, this camera does not work without the phone app, and the app requires lots of invasive permissions.

you will definitely need to wear some cheaters then, as the camera and screen are very small. Otherwise, you can set it up ahead of time to exactly the settings and mode that you want, and it will be that way when you turn it on to take pics/movies, so in that case you don't need your glasses.

I'm a newbie in this action cam. Should I get this one or go for action 5 when it's on sale? I want to look for something for my wife to record every day as a daily vlog. Is it too different between Action 4 and 5?

FWIW I asked AI about the Action 4 vs 6...

The Osmo Action 6 is the better camera overall, but the Action 4 is still a strong value if you do not need the newer low-light and audio upgrades. The biggest practical differences are better low-light performance, longer battery life, and dual-wireless-mic support on the Action 6.

Image quality
The Action 6 is generally stronger when the light drops, and multiple comparisons note that it handles low-light scenes better than the Action 4. In normal daylight, the difference is smaller, and some users prefer the more natural look of the Action 4 unless they are editing in log profiles.

Battery and audio
Battery life is one of the clearest upgrades: the comparison data shows about 2.5 hours for the Action 4 versus about 4 hours for the Action 6. Audio is also improved on the newer model because it can connect to two wireless microphones at once, while the Action 4 is limited to one.

Which to buy

I wish I got 2 hours on my action 4, in hotter climates it drops fast. On my bike rides im lucky if I can get an hour, I carry an extra battery with me.

Not true. I own one and I can do everything from its touch screen. Phone adds convenience, but it's not required.
