If you're building an entire system, do yourself a favor and look at combo deals at both Newegg and MicroCenter (where applicable).

This processor comes with a stock AMD cooler, so not much of a value add IMO to get an aftermarket cooler. Hard to ignore combos where for right around 2X the price of the processor you can get a motherboard and more importantly 2X8GB DDR4 RAM included.

The 5500 already includes a Wraith Spire which is sufficient for this 65w chip

Because its probably the best overall budget chip available right now. afaik, Intel doesnt offer anything with this performance at this price. So if youre only paying this much for a cpu, Gen4 and less L3 cache probably isn't a huge concern in the first place. But yeah, it was a much better buy when it was under $60 few months ago and an aftermarket cooler isnt needed for this little chip.

It's also half the l3 cache as a 5600 or 5600x

Actually I wouldn't want either of these deals with or without an additional cooler - this is pretty much regular price for this CPU - I'm pointing out that the Newegg "deal" includes an additional cooler - that may or may not appeal to some folks as an alternative to the adequate stock cooler or for something else they may have a use for.
