This is a decent deal if you want the larger screen and no need for cellular. Otherwise Bestbuy has the 11inch with LTE for $499.

The main argument to get the just released M4 version is that you get 50% more RAM (from 8 to 12GB) which should give it quite a bit more longevity.

I went ahead and grabbed a 256gb 13" M4 for $840 from Costco. I don't know if the extra 4gb of RAM and compute power of the M4 is worth the extra $140 but I figured I might as well do it if it extends the usefulness at all.
