If I have no interest in using the DS223j as a media server and simply want networked file storage and backups, this is perfectly fine, right? I can't see myself needing more than 10TB

If 10tb is what your looking for and your thinking using it for files, you may want to think about it more. These are great for media because if anything happens its only media. If your personal data is lost what do you do? Also, this is cheap but storage is not. Tou have to buy NAS specific storage which is more expensive even before the storage issue. I 10tb nas hdd is $400 and if you plan for some type of redundancy youll want to mirror which means another 10tb. Mirroring allows for one drive to fail before total failure. Also, do not use a m.2 for reading and writing unless you plan on moving data often. If you do you need a specific nas m2 for read only. If you write and it fails, everything fails.

I've read from other threads that DS223j is NOT good for media since it doesn't allow for transcoding. I imagine that's why it's relatively inexpensive. Storage is expensive but I'm sitting on an old 1TB internal HDD, an old external 2TB SSD, and an external 2TB HDD with data I can't afford to lose. Isn't this the best next step? Or should I make a Raspberry Pi + SSD auto-backup NAS?

Should work fine for that but you might be able to save some money by checking if you can just use an external drive with your router.

Or you could just backup those smaller drives to a single external drive. Or two if you want to be super safe and store one in a different location.
