Why do you have to switch workplaces to get higher raises?

It seems so stupid. My current job wants to give me a 2% raise.... on 51k because I'm an "admin" - while others who get paid more then me and have the whole summer off get 3%
Friends are telling me the only way to get more is to switch workplaces. Problem is I really like the job, they just need to pay me!!

Employers know that most people will not quit if they get a bad raise.
Especially in this sucky economy.
OP, start sending out resumes and see if you can find something better. That's all you can do.
You are going to have to choose between doing a job you like now or chasing more $$. You might like your new job or you might not.
I got practically no raise last year.. it was a small amount (less than 1%) which was more than eaten up by increased health insurance costs. I could jump back to an old employer and get a good raise. BUT my life was hell there, and it would probably be hell again.
I sympathize with you. Employers do not reward performance anymore (That is a myth). They are just out to minimize labor costs. It's deflating. I get it. But it's the new economy.

The teachers were smart. They got unionized and get their bigger raises. How does that suck.
If anything, the administrators should start a union too. Then they'd get raises like teachers.
If the government is stupid enough to allow the teacher's union to take advantage of them, more power to the teachers. Of course, as a taxpayer, I am annoyed by the excessive money state employees get. But you can't blame them for working the system. As voters, we vote in Idiot Politicians that give the unions all this power..
