Kind of messed up to change the rules after you officially post the details and rules on your OFFICIAL site, no?
Some advice for next year, just say "limit 4 per address" and it will prevent this unnecessary confusion. "(4) Coupons per person, per household, per address" could easily be interpreted as 4 per person per household per address... like this promotion has been in the past.
Normally, I would assume this is a troll post but since the site was updated since yesterday with your verbiage, I tend to believe you.
They changed it after the contest began.

I'm not in RI, but if I was, I think I would just follow the same rules as the other states and mail in for 4.....I really can't think of anything else you could do! Good Luck....I wonder what your "set dollar amount is?"
As for their terms, I believe it is quite clear as to why they say 1 per person and 1 per address. It is to prevent people like you from sending entries for your home address, work address, neighbors address, vacation home address, 5 rental home addresses, etc.
The rules are now quite simple. You get 4 cards for free for yourself and your family to share.
If you don't like it, I'm sure they won't care if you don't take part

Broke no rules last year, don't intend to break any this year.
Also, the rules this year do not say "1 per person and 1 per address". (unless they changed them again since I last checked.) Additionally, the " rules are now quite simple" since they have been amended (which is their right (sort of)).
Edit: There are also many laws/ regulations governed by the state and federal government when it comes to contests/ sweepstakes. You can bet there are certain things they are not allowed to change (i.e. They cannot change the rules and make residents of VT include postage on the return envelope.) Note: I'm not saying that amending the limit wording violates any of these. Just that a disclaimer at the bottom of a T&C's doesn't necessarily mean that it is legal/ binding. i.e. if someone puts a disclaimer on a box of pancake mix saying "If you purchase this product, you cannot sue us for any reason" and the company making the mix mislabels rat poison as pancake mix, you can bet they are going to get sued.
