People taking peelies (coupons) off items in the store

Do you think it is wrong or okay for people to take peelies (coupons) off of items in the store when they don't ever buy that item?

like all sales/offers and things like that.. its fine if done in moderation. i'm usually in the favor if a company wanted to they could have put in extra security. tropicana could have made it so only 1 entry per person was enforced. if it was as easy as getting another email address... that's their fault. peelies aren't so simple. some products keeping it inside teh packaging is impossible. or its added money designing new packaging.. and so on.
i'm just trying to see both sides of the story. to me, anything that prevents even 1 person from getting the intended promo, just seems wrong. but if managers of grocery stores don't care who am i to care?

Usually the coupons come with the package, and if you take it there is often some kind of evidence showing that the coupon is missing... which sucks. And quite often... the coupon isnt worth that much.
Its not something I would do, but I won't really say its theft or immoral or anything... its just stupid and disagreeable.

Is it:
A) someone who takes a few peelies from a product (what the OP so gently calls a "peelie thief"....
OR
B) the type of person that would call "the authorities" to complain about an elderly gentleman feeding birds...

I agree with everyone who has said that if the company didn't want you to take them at all, they wouldn't put them on there. I don't abuse the practice but, I have been known to take a "50 cents off this Coke product" peelie off a 12 pack of water & use it at my local grocery store that doubles coupons up to 99 cents and put them towards the purchase of a 2 liter which costs $1.25. Coke put them out there, they'll pay the retailer regardless of which Coke product I used it on.
