cellphone market is already a very committed one with either being on the Apple or Android side of things. a game that Microsoft got in on far too late.

Surface came to the tablet world much earlier in the sunrise portion of tablets' existence.

Cuz surface at least runs windows programs. Windows phones require special apps coded for Windows phones. Too much work for developers, so since there aren't good apps on Windows phones nobody buys a windows phone, which means nobody makes apps for it.

Yeah I'm really surprised MS couldn't figure out they needed to have apps in order for their phone to succeed.

App developers aren't going to develop for a platform with such small user base. With iOS and Android having the vast majority of market share there was little incentive for people to develop for windows phones. Cost vs Benefit analysis just wasn't in their favor. Without the apps there was little draw for people to switch to Windows phone. Plus look at the Windows 8 adoption, people just didn't buy into their whole tile concept so why would they want that on their phones? Although reviews of people that used it were pretty good it wasn't enough to draw people to a widely unsupported platform from their familiar devices.

It was the app gap for sure (Windows Phone still does not have Snapchat, Youtube, Twitch, Google Voice, any of the new popular games...). And the fact that Windows Phone was too late to the party (Although Windows Mobile was around for a while, I heard it was terrible to use and Microsoft didn't exactly market it very well either)

Expanding on this:
Why develop a new/ from the ground up OS for a phone when you already have windows mobile? Just tweak it for a phone and you should have instant success for little investment. Or at least that was MS' point of view at the time. Unfortunately for them, the one thing Apple has always gotten correct throughout its history is how to make complex tech simple for new users. MS has always had a massive problem with that. And when Android zoomed in to take that middle ground (simple enough for light use, permissions enough to tweak for advanced use), MS was in too big of a hole to get out of.
