I believe that the way I am qualifying is technically under the Community Eligibility Provision of the National School Lunch Program. They are interpreting that broadly to whole areas. You do not have to actually have anyone in school. It just depends on whether your local school participates in the free lunch program.
By the way, if you do qualify for this under that category, there are other offers too from other providers that you may qualify for (including low-cost Sprint hotspot device from low-income providers).
Spectrum is currently under my name, we'll try to use my husband's name.

You can port back in in an hour. Best way to check this is to check your imei and phone number on Sprint's 1 year free byod checker. And of course you need to open a new account using a different ssn.

@comintel, is your residence an apt or condo? That would likely explain the site exception. I can't imagine the low-income offer to have exceptions for entire neighborhoods of standalone residential housing.

There is no link that says what I found out, namely that they extend this offer beyond the stated terms to *anyone* (whether they qualify individually or not) living in *some* areas only.
But if you are in Charter Spectrum territory, you can call and they will check your address to see if it qualifies.

2. A Sprint rep told me I DO have to send the Airave back or they will charge me $140. She said the tech who ordered the device for me misinformed me. But how can they enforce that legally since I never signed anything agreeing to it and there is no agreement with it?

All I can tell you is that most, if not all, of the cellular companies expect booster/microcell boxes back unless you purchased them. Just like the cable companies want their free converter boxes back. I believe it is in their Terms of Service on their web site. They will send it to collection or sue if you do not return them. And they will not waive their policies based on incorrect or omitted statements by their staff. So as a practical matter you have little choice unless you want to fight them in Court.
