The "significant" difference is that the 2017 model includes the controller, which is arguably essential, and changes the experience quite a bit. However, the controller is available separately as well (currently $35 on Amazon [amazon.com]). Again, in use I can't tell the difference between the 2016 with add-on controller and the 2017 with the included one.
2017 model = $99 (Amazon)
Gear VR Controller ($35) + this deal ($34) = $69 = good deal!
There may be other slight differences that I'm not aware of, but having both, I definitely wouldn't spend more for the 2017 - and I'm definitely someone who likes having the latest and greatest.
My local walmart has a bunch at $25, just putting it out there in case others have the same deal.
