I think the 1st Gen device itself will continue to work for some time, but the Circle Go add-on service is dead for anyone on iOS 13. Technically the VPN continues to work for filtering content, but you won't be allowed you to access the App Storer. This was a deal breaker for me since the Circle Go was the main selling point for me.
