Maybe not cheapest all time, but cheapest right now. I paid $369 for one about 3 months ago.
I own one I use on my work laptop for work from home duties. Good monitor. I haven't done any gaming on it, but 4k/60 should look awesome.
And for the obligatory "eh it's not 144hz", you're right. It's not a competitive FPS gamer monitor. Display type isn't explicitly stated, but the QA says VA panel.

I will say my main gripes are kind of minor. The mini-joystick on the back you use for the OSD is annoying. The speakers are terrible (shocker) but you don't have to use them. Last I would suggest turning OFF "AUTO SOURCE" in the OSD setup to avoid headaches with computers that like to put the display to sleep (ie - my laptop)

The LG doesn't have PBP which allows you display two inputs side by side. It also may not be VESA mountable.
Neither have height adjustment.
The stand for the Acer isn't great, doesn't adjust much. I use VESA mount.
I doubt this monitor has that but still tempting. Any 32" 4k under $350 is worth considering from what I've seen.

That's PBP (picture by picture) and the Acer has it though it has restrictions (can't do 2 HDMI inputs simultaneously). Google the user manual for details.

Maybe it's noticeable but that doesn't mean 60-75hz is at all detrimental to the user experience for scrolling text. For that reason, work displays will continue to be made with 60 or 75hz refresh.
Edit: such panels (often LG IPS panels) are no longer that pricy as a few years back and are almost comparable to Acer Predator X27 and Asus ROG Swift PG27UQ (both with LG panels). One example that is promises to be good (but is still TBD) Eve Spectrum 27' 4K 750 nits 144 hz IPS panel.
