I was able to answer my own question after some back and forth with T-Force on Twitter and it seems to be possible.

ME:
I am very sorry, it still doesn't make sense to me. Smilie You said: "No matter the number, the line created on 12/21/2020 is not eligible for Kickback, while the line created on 11/29/2016 is." So if [my wife's number] 6747 is moved to the [new free] line created on 12/21/2020 that line would not receive a kickback which is fine. But [the new free line number] 7957 would then be on the line created on 11/29/2016 which supports kickback if used less than 2GB. This is how I understood it would work. Or do I still mess things up?

T-FORCE:
Thanks for allowing me to do a little more research. So what we can do is a number swap, to switch the line associations. This will allow your wife to use the free line created on today [as it is free she can use as much data as she wants] and then the number created today would be swapped to the line created in 2016 [which supports kickback and would trigger the $10 discount when data used less than 2GB]. We do suggest that you wait at least 2 bill cycles to do this, just to assure the promotion for your free line is in place and no concerns are caused. You can just reach out to us here after the timeframe and request a number swap between 6747 and 7957. All of the notes I have posted will be here as well as our full conversation.
Did you end up swapping numbers yet? Thanks.

with GoogleVoice, both calls in and calls out are via the "old number"
The main disadvantage is that youre beholden to the GoogleVoice app, which doesnt have the most capable texting. You cant send videos, for example. Also, random promotion texts (like Chipotle deals) dont work through it.

However, this is all a small price to pay for ultimate number portability.
Oh, I think I got you - you'd use the google voice app on the phone (thereby making it VoIP) instead of the phone itself right?

I added with the help of a tforce member and it shows as $15 for a 6gb SC plan. i contacted them again, the guy now says, i am not eligible, and he can remove it or if i keep i pay
Mine showed the same. I contacted T-Force and the agent reassured me I would be credited and that the line would indeed be free. Told me to give it some time for the account to updated accordingly. Guess we'll find out for sure soon enough.

Has it been 100% confirmed yet that those who added the last free line in November get to keep this one for free?

I tried adding through chat, and the agent pointed out the terms saying along the lines of "you can only take advantage of one overlapping offer: 2020 3rd Line on Us"

So I went to T-Force and was told that I won't be eligible because I added in November. I'm on Magenta.

So that's why I want to know if it's 100% confirmed. On Sunday, people were mentioning it might not be possible because it's both "2020 3rd Line on Us" and will drop off later.

I have exactly the same plan as yours. When did you get your third free line? I was told this particular plan capped at 3 lines. But I am very curious how did you get the third free line which I was never able to do so from all previous free line promotion.
I can't remember when I got the 3rd free line. It was years ago and I don't remember any details other than I did it at the local store and didn't have any problems (shocking, I know). I thought my 2 lines plan + 1 free line at $80 per month (if I use < 2 GB data on each which I always do) was worse than everyone else as I've seen many people post having 4 lines for $80 or 6 lines for $100 or something with even 8 lines. Each of these free line promos, I've called T-Mo and always been told no about getting a 4th line for free. Since then I've seen so many people post about reps giving promotions and doing it wrong, taking them away, wrecking their grandfathered plans and saying they can't go back, etc. that I haven't risked any changes for years. As I said earlier, I'd like to try T-Mo Home Internet, but I'm afraid adding/removing that would screw up my plan too. Too many stories of incompetence begets much fear in me. I'm sorry I have no useful info or suggestions to help you. T-Mo is one of those "rabbit holes" of confusion and chaos that I try not to delve too deep into because I'm afraid it'll make my head explode.

I think that may be a record, but one thing we who read these T-Mo deal threads know is this:

T-Mo is incredibly inconsistent in what they allow and who gets what deals. They are the very definition of YMMV.

Other companies have uniform policies and pricing plans, but T-Mo is loophole and "special deal" city where some people get killer deals, other people get mediocre deals, and other people get no deals. I've always preferred companies who treat everyone equally rather than hearing that the previous customer and the next customer got great deals, but the spinning wheel of chance didn't land on the right number/rep for me. Most people would get mad and stop dealing with such a YMMV company like that, but many keep jumping on the bandwagon hoping the wheel of chance we'll favor them. It rarely favors me.

T-Mo reminds me a lot of Willy Wonka saying "YOU GET NOTHING. You lose! Good day, sir!"

Chat with T-Mobile rep to confirm your plan is eligible. I did a free line in Nov, and I am eligible for this one as well.

I tried to make the number swap happen for almost 2 years and failed. I could not find any rep who is willing or have the know how to do this. I will be very keen to know how this pans out for you. Thank you for keeping us posted
I had Tforce swap a number for me before. The issue was the previous CSR port in a # into Line 1 instead of Line 5. So the new CSR moved Line 1 # to replace Line 5 # , then brought back my original # to Line 1
