Still on TMO ONE All In Promo plan (FRLTUL2LP) which is never eligible for free lines?
This is a great (grandfathered) plan as it gives you 2 lines for $100 or $80 after 2GB data limit kickback on the 2 lines (or even less if you have the plan with T-Mobile employee hookup code). Plus with the additional promotion you get HD streaming, 10GB full speed hotspot and twice the international data speed (256kbs instead of 128kbs).
BUT... this account only supports 3 lines and unless you got the one free line they offered once under this plan you never got and will never get a free line with the plan.
But if the plan works out for you can move to another T-Mobile One plan (FRLTULF2) which cost a little bit more (2 lines for $120 or $100 after kickbacks) but you will be eligible for the free line and hopefully for additional free lines in the future (the plan supports up to 8 lines in total). The reps are also be able to move the kickback and ONE Plus promotion to the new plan. They might not do it immediately for the new free line but this is also possible and might need another try.
Plus the new plan includes $10.99 Netflix Standard HD account contribution which also needs to be factored in as a bonus.

As I wrote it needs some time and the right reps to make it happen as I struggled with reps in the past to switch to a different T-Mobile One plan and not ending up with a Magenta plan and losing the kickback and One Plus promotion.

Regarding costs to add new line
If you add the line via the website, youll pay $10 for the SIM card to be shipped to you.
If you add the line via a phone call, youll pay the $10 SIM card charge and also $20 for assisted set-up. It is relatively easy to get both of these comped.
If you have a spare sim-card or eSIM, you can use that instead of paying $10 for a new one (bear in mind that it may not be able to do SA 5G). You will need to call since the website does not allow re-use of old cards. (You can also do this via online chat support lines like in-app chat and t-force on twitter)
Expired cards do work, but you have to request a replacement. Again, no SA 5G.
If you have a Costco near you, they will give you the sim card and activate for you for free.

Does anyone know where to find these competent Tmo reps who can make the switch and keep everything intact? Reddit? I know I only tried 3 times so far, but my friend was able to do it, and the last time, the queue time was an hour before I could speak to a rep.
I actually NEVER get what I want via T-Force. They take hours to respond, and by that time, I am asleep..,and when I finally wake up and respond, someone new comes on, and asks the same questions again. (It took two days to get back 83 cents)
I have called north of 100x (three years ago) to get stuff done. You have to be hungry for it. The main thing is to simply thank them and hang up if you detect that the conversation is going nowhere. You will also need to establish some sort of rapport before asking something this major. I suggest lumping the call in with some other minor concerns.
I would be very direct and say that you anticipate needing to add 4+ people, which your SOC flat out cannot do. Say that you did not know that your plan had this limit, and that its ridiculous.
Also mention that you prefer the cheaper netflix over the 3 gigs of hotspot data provided by magenta.
And finally, just be direct...many many others on reddit and slickdeals are able to negotiate this change. Also get their rep ID.
I dealt with this for some time, and eventually had to have Exec. care help me out. By the time they worked things out, they could add the what would be "FLOU t4th line free" and could add the hookup, but they couldn't add the initial "3rd line free" for some reason. which made the effort useless to me. . .this was my wife's account in efforts to grab an account started with a base of hookup and free lines in the future in Sept. vs. my account started in June with more free lines, but no hookup. After much adieu, they finally agreed to add the hookup to my account ( so as I would take on her lines) as they could not get that initial 3rd line free + the FLOU2 both attached to her account. . .hope this helps, but it was a random YMMV
I added a new line and looks like discount is reflected on my account but it falls under "2020 Line On Us 3" though. It used to show "$20 2020 Line On Us 3" before I signed up for this new line yesterday and now it is showing "$40 2020 Line On Us 3".

I was on the same plan (FRLTUL2LP) until yesterday and then had luck with a T-Force rep on Twitter who allowed me to change to the T-Mobile One plan 2 for $120 (FRLTULF2) and moving kickbacks and All In One promo over to the new plan. This plan is still a bit more expensive ($100 for 2 lines after kickbacks) but
- it finally allows to add free lines (and I hope there will be more of those in 2021)
- it has Netflix Standard HD included or with a $3 supplemental fee which my wife wanted to have anyway
- I still have a separate $15 T-Mobile Connect line which I can then stop paying in favor of the free line
So for me it worked out. The 611 overseas rep was then even able to add the One Plus Promo add-on also to the new free line.
I, for one, would like to thank you for this info. I was one of those that was stuck on the FRLTUL2LP plan with the one free line that was given out years back. Since then, I've been watching all these free lines go past hoping that I could find a way to switch plans to be able to qualify for these freebies that keep coming up. The only option I was ever given was to switch to a new Magenta plan which didn't include the international data which was a deal breaker for me. The only other option I had was to wait for a hookup code and go that route with a port in.
After going the default route of the T-Mobile app and being denied, I tried the method of messaging a T-Force rep on Twitter as stated. Basically said that I was told that there might be a possibility of switching from the FRLTUL2LP plan with a max of 3 lines, to the FRLTULF2 plan with the max of 8 lines with all the benefits of the All in promo intact with just a small increase in monthly. The rep was extremely helpful and awesome and was able to switch everything over to the new plan with all the benefits intact on all lines and able to get my 4th free line added.
Looking forward to the next 4 free lines to make this extra $20 month worthwhile

We're just discussing the conflicting messages we're hearing.
And I was surprised to hear that T-Mobile would convert a free line into a paid line in two months because you signed up for another 3rd party promotion. I think a more likely outcome is that your $100 shop card rebate would just be denied.
