Yup. These are locked. Been this price for months. The best deal I could find on an unlocked a51 was buying from best buy with their $100 off $199+ phones if you "activate" with tracphone or simple mobile. The price of the phone went back up this week, but just wait for it to drop to $300 again (or cheaper) to get around the $200 price point.

Btw, I don't believe anything is actually activated during the process since it's an unlocked phone. They just associate a phone number for the $1 SIM that you buy.
