The amd 4800H cpu on the legion 5 is much much stronger than the 10750H. However this 2070 max q is probably around 15% faster than the 1660 ti. It's kinda a toss up depending on what you need. If your looking to do more than just gaming the legion is probably the better buy. It's a great laptop I have the 115w 2060 version of the legion 5 and I really like it. The legion has a really great screen on it too.

It has no mux switch so 2070mq performance is further reduced and thermals/fan noise are worse then legion. Also trading 4800H for 10750H(no undervolt) Display is a tad worse, that being said still a good deal, up to you too upgrade
HPs control hub let's you under volt these 10th gen chips now quite easily. This is a pretty awesome find for having a 2070 maxq

Usually, but according to Bob of all trades on youtube he said his unit was locked out of undervolting. Usually it's ultrabooks or other devices that make it difficult to undervolt but this model appears to be locked out.
Maybe it's his unit? But then if it's a certain batch I don't know which ones allow undervolting
