Was lots of folks complaining about straps breaking last time, saying the stock was "old" and rubber apparently fragile. The page says to "pre stretch" before using, not really sure how effective that is or if you really should have to do that? Might be some folks got from "sold by" other than amazon.com and some got direct?

I can vouch for the straps because I got them last time. Stretching them out is key. but if you are constantly taking off and putting on, you may get 30 uses out of it before one of the straps breaks.
LOL's per CCC, these were not even $12 in Jan 2020. These are a bit of a pain to wear, but better than nothing. I have a box for work pre-covid. I usually only use in attic's w/blown insulation especially. They don't really stay put well. At least it's 3M

These 3m masks are the gold standard of N95 masks. They have been making them a log time (at least since the 70's) and they know what they're doing. They were developed during 3ms early pioneering efforts in non-woven technology and were a fall out when they failed trying to get into the bra cup business. A researcher put a rubber band on their failed bra cup and the dust mask was born. ( I learned of this and other 3m failure/successes when I started working for them in 1975)
Having said that, any mask must fit the user's face to work properly so there is leakage. It's also always been the case that you need to pre stretch the bands before putting them on.

We are going to pre-COVID soon. As vaccinations go up, the mask prices are going down.

I ordered a few boxes of these on the prior deal. They mostly check out for me. In print is a bit faint though
