I mentioned the offer to my wife who is a Chase employee and she pulled it up on her internal system. It had a note that they had additional offers if you apply in a branch. You get the 100k points, 1st year AF waived, and a $50 grocery credit. So essentially an extra $145 for applying in the branch.
Wow. No brainer if you are eligible for the bonus.

You'll earn points on purchases of products and services, minus returns or refunds, made with a Chase Sapphire Preferred credit card by you or an authorized user of the account. Buying products and services with your card, in most cases, will count as a purchase; however, the following types of transactions won't count and won't earn points: hotel accommodation purchases through the Ultimate Rewards program that qualify for the $50 Annual Ultimate Rewards Hotel Credit, balance transfers, cash advances and other cash-like transactions, lottery tickets, casino gaming chips, race track wagers or similar betting transactions, any checks that access your account, interest, unauthorized or fraudulent charges, and fees of any kind, including an annual fee, if applicable.
Applying over the phone is not an option because you will have to sign the application. The phone appointment is for the banker to answer any questions you may have. The only option to sign up the card is either applying online or signing up at your local branch in person.

The offer of $50 grocery credit expired on 07/17. The offer of $50 hotel credit went into effect on 08/15. You will get neither if you applied between 07/18 and 08/14.

This is a classic example that people don't really plan before signing up a credit card. There is no bait and switch here. Chase has never promised you to offer the lowest APR to you. Indeed, you should not sign up a credit card if you have trouble to pay your bills in full each month. Carrying balance on credit cards is not a wise move unless it is from 0% balance transfer or 0% intro APR on purchases. If you intend to carry a balance in the near future, you should really have applied other credit cards which offers you 0% APR for 15 months on new purchases, or 0% balance transfer. Most no-fee cards would have similar offers for new applicants.
Is the CSP worth keeping? It depends. It is one of the best travel cards which offers excellent benefits and reward redemption value. If your spending is just the basic ones or you use your credit cards occasionally, or as aforementioned you intend to carry a balance, the no-fee cards would be better for you.

You feel being insulted by Chase, but I hope you understand each bank has its own algorithm for a customer's credit limit as well as the APR of the account. There are many reasons/factors to determine a customer's credit limit and the APR. While I do not have a clear picture of your credit history and credit worthiness, the below articles may answer why you are offered a high APR.

I purchased tires from Costco last year online and after a month they said they could not get the tires and issued me a refund to my Costco Citi Visa card, but I used a different Visa card for the purchase.
Is it Costco's policy to issue the refund to the Costco Citi Visa card only?
I'm not sure if it's their policy, but anytime I return something there they always ask if I want to return it to the Costco visa even though I didn't use it for the purchase.
Does anyone want to share what APR they were offered? I was offered 22.9% and I'm a little insulted. I have an 815-824 credit score, a home, and another CC with $10k+ on it. I tried calling up the chain of command and have been given a number for tomorrow, but I'm just curious who exactly has qualified for that 15.9%.

I don't know Chase's risk models in particular or if their random reps have authorization to tell you about them, but my best guess is the 10k+ on your other card. While you know that you don't plan on carrying a large balance on this card, they would have no way of knowing that and may have a lower risk tolerance based on other customers with similar numbers where they got burned.
I've always gotten the min rate, 15.99% in this case (and a huge credit limit), and have never carried a balance on any card with similar credit score, etc.

Don't cancel CSR or you won't be able to apply for CSP for 30 days. Downgrade to Flex Freedom Unlimited (VISA) and you keep your CSR number and you can apply for CSP after 3-5 days. Cross fingers offer is still available. If offer is not available, I believe you have 30 days to go back to CSR and retain your number.
