Workaround
1.) Create new Apple account (or an account that hasn't redeemed it/isn't part of your "Family")
2.) Continue setup/reset Apple TV etc., once setup it should give you an option to redeem the 1-year.
3.) Go back to your iPhone/Mac and Settings --> Family Sharing and invite/add the new Apple account to your Family
4.) You can either log back into your main Apple account back on the Apple TV under Settings or reset it if you don't plan on using the new Apple account on your Apple TV.
The subscription is shared from that Apple account to your family, so you should have access to Apple TV+ from your main account now.

So this might only work if you've never been part of a Family Sharing group before. But it's important you associate the free year with a new account first and then only create the Family, as you can't stack years.
