Leave the ATV (Android TV) sound settings stock.
Within Kodi, go to the gear icon and change it to Advanced so you get some more options.
Then in the Audio->Passthrough subsection turn every blasted thing on. I also had to select the RAW audio output within the same section.
Voilà , I'm now getting blessed 5.1 thru my receiver.
I couldn't get VLC to work, even with selecting passthrough within it. Doesn't matter though cause Kodi with it's picture art and movie/tv info scraping has come a long way.
So yup, this little ATV will most likely be replacing my main HTPC. Gonna go snag a couple more Tivo 4k Streamers for friends and family.

I was doing the main troubleshooting and testing with my TS4K (Tivo Stream 4k).
I did however try the same tweaks on the ONN and the audio was cutting in and out on me for some reason, I was also re-scraping my entire movie library in Kodi so I might have been taxing out the CPU. Dunno. I ran out of steam though and called it a night.
I like the TS4K's peanut style remote better than the ONN's. I de-Tivo'd the TS4K and am pretty darn happy with it. Since the TS4K is only $5-$15 AND it comes out of the box with a USB-C port and a couple more licensed Dolby decoders (Vision/Atmos) I'm gonna keep the TS4K and return the ONN.

The good: It has a couple more Dolby licenses, Vision and Atmos IIRC. It also has USB C so less OTG crap to deal with.
The bad: Comes with TiVo bloat and you have to sign up for a useless TiVo account. However you can remove most of the bloat by de-TiVo'ing it [tivocommunity.com]
On my receiver it always shows "Dolby Digital + 3/2.1" whereas the ONN would show either Dolby Digital or LPCM 2.0. HOWEVER, for the life of me I still can't get local media that has AAC 6 channel discrete sound to play correctly, it downmixes it to stereo. I've tried both VLC as well as Kodi. I'm at a loss.
These lil $20 streamers are SO close to replacing my HTPC, but oh so far away
Settings:
ONN device preferences: make sure surround is set to auto not manual.
Kodi, under Audio enable passthrough and enable all the decoding types after you open up the options by going into advanced.
I guess I had confused my ONN previously with my plethora of audio choices I kept changing which led to it clipping the audio. I wish there was a way to hard reboot this guy w/o resorting to digging into my rats nest of a media cabinet and unplugging it.
Still gonna return the ONN, the Tivo's remote feels better in my hand. Either would work fine though.
Pretty crazy, as a proof of concept I enabled 4 football streams and they played, lol. Felt like I was in a war room. A bit of buffering, so either need to hard wire or see if I can "degrade" the 3 channels that weren't at the for front. I'm using Tivimate Pro/Premium.
