Yes because Apple shouldn't recoup their costs for R&D, marketing, and engineering, supply chain and other teams and just sell it for the cost of materials to make it...

Also, I don't frankly believe the original intended buyer for the Pencil 2nd Gen, which was for the iPad Pro and Air 4 when first released, feel this product is beyond their means. If you're spending $599+ on a tablet, a $100 accessory isn't out of the question. Definitely depends on your needs.
I got mine for $86 open box from bbuy and I'm happy with it, because I do some graphic work. My wife bought a third party apple pencil type stylus on Amazon for $30 and she's been very happy with it, too. Other than lacking psi sensitivity, tap function, and on-device charging, in everyday use I don't notice a real difference between the two.
