The smart vinyl is specific to the maker and cricuit 3, as it can be used without a mat. That said, it can also be used on the 1 and 2 you just have to have a mat. "Non-smart" vinyl is much cheaper if you need a fair comparison.
Yes, it can be used to make tshirts. Any type of heat transfer vinyl or HTV is fine, though some are easier to work with and hold up better.
Technically yes, off mat. You'll need to slide it more to the left and in my opinion, waste more material. This is "smart" because of the sizing (no mat cutting for Cricut version 3 machines users) and the "updated" machine's faster cutting. Same material as before but sized to be off mat.
