Why not just buy this and trade in to Best Buy for the 13 mini? Upgrading from 12 to 13 costs about $80 (assuming you're not in CA where the tax is much higher) so you're looking at paying under $400 for a new iPhone 13. You could even upgrade to a higher end 13 for a few more $. The BBY deal is probably one of the best ones this year if you have an iPhone 12:

I have Total Wireless, and plan to keep the device for 12 months anyway. Note that the referral program is generous, and you can essentially go the first 5 months for a total cost of $50 for the service using the referral codes ($25 each of the first 2 months, and the next 3 come free with the code ... this if you don't use much data, or 4 months if using more data) (you can add as you need) ... and it's Verizon towers ...

Yes, it does vary by state. I paid tax on $75 when upgrading from 12 to 13 and paid a total of $81.18 in IL.

Only problem here is that actual stock of the phone you want is required at Best Buy or you can't do this (no ship to store and wait for what you want -- they have to have what you want in stock right at the time of purchase)

just fyi, if you wanna save some $, you can find discounted tmo prepaid refill cards on ebay for less than face value.

What I mean is that the phone will arrive on the 30th of Nov from Wal-Mart. If I buy from Best Buy, will they hold the phone I purchase at BB until the 30th for trade-in?

There's a backlog on orders so if you place it now at Best Buy, you probably won't get an expected delivery date until sometime next month. You're also given a 7 day grace period to pick up the device from best buy so worst case, if they magically have something in stock now, you can still get your 12 from Walmart and trade in with Best buy next week.
