As far as no touchscreen…..complaining for its price of $300 is….
It has full HD 15.6" lcd, 11th gen Intel i3 CPU, backlit keyboard, option for M.2 drive and while 8gb is basic it's still more than most of the laptops below $400 offer (it has 4GB soldered and one sodimm available with 4GB in it so 8GB stick or maybe even 16GB can be added).
WiFi supports AX 2x2 as well as Bluetooth 5.1

Also I have a Dell with the same CPU with 4gb RAM and 128gb SSD. I use it for Excel, opening up a bunch of tabs in Chrome, remote desktop etc etc. Absolutely zero issues even with that minimal specs on Windows 11. I figure if/when I need more RAM or more storage I can easily pop in a 2nd stick of RAM or SSD.

Obviously the $650 one has much better CPU, GPU, ram (probably soldered though), nice option for ports like Thunderbolt 4.0 etc. The question should include what you'll be trying to use it for in order for someone give you a more accurate suggestion.
If you're not tied by budget or need high performance then the answer is clear otherwise for most basic use with hard drive upgrade to M.2 this should be pretty fast. Either way since this offers 2.5" storage option as well the mechanical can be replaced with regular SSD instead if someone has spare laying around.

*I see on Lenovo site for these series it shows PCIe as storage option so it should support NVME.

It seems model with both storage options has slightly smaller battery, They also offer 3 versions of display and lowest is TN panel (250 nits one). The M.2 has NVME 3.0x4 support.
