Will a mini-ITX board fit this chassis? I see it says "Up to a M-ATX", but it isn't clear from the documentation I have seen if a mini-ITX fits properly.

I'm kind of surprised that new cases don't all have at least one front panel USB C nowadays.
Huh. I've actually helped build about a dozen brand new computers in custom cases this past year and none of them had front usb type c. I'm pretty sure vast majority of the cases don't have type c yet. I've only heard of a couple cases total that have them.
USB 2.0 on the front panel, what decade this junk from?
Most cases have atleast 1 usb 2.0 on them even brand new high end Corsair cases have them lol. It's nice for having an extra spot for a Bluetooth dongle or WiFi dongle. Perhaps somebody wants to case swap an older dell Optiplex into this case and it doesn't have built in wifi or Bluetooth for an Xbox controller.
A year ago this type of case would be $40 or less. This is nothing special, it's probably made by the same manufacturer who makes Montech cases. It's MSRP is super inflated.

I heard that the front panel type C connectors are much more difficult to make and cost multiple times more than USB 2/3 connector. That's probably the reason.

Well not all motherboard have a USB C in the back panel or pin for front
Manufacturers sell USB type c module for their cases nowadays, can cost extra $15-30.
