From everything I saw about this, its primarily to be used as an access point, but it also functions as a router per netgear info.
Will it be better than most 4+ year old wifi 5 routers almost certainly. For $30 if your on a budget might be worth the risk if you have older networking gear right now to replace. Can always use it in the future as an access point if you get a better router later.
