The last time I bought a USB CD / DVD+ drive was in 2008 when I bought two external drives for $14 each. They were on clearance on NewEgg because even back then people weren't buying them anymore and new it was getting rid of the majority of their CD/DVD/DL inventories.
I bought 3 cases of 4x100 spool discs of dynex brand dual layer DVDs from Best buy years and years(maybe 16 years?) ago during a Black Friday sale. I think they were $20 each? Despite giving six spools away to friends and family, and using them at almost every chance I could, I still only went barely through three spools (downloading Linux isos!) before the technology became obsolete.
With the price, speed and functionality of newer storage devices like USB 3.0 nvme, I can't imagine taking the time to put data on to a CD, label and then store it. If you're looking for archival storage, it's actually much better and much more reliable to store data redundantly on a mirrored partition platter hard drive, or mirrored on multiple drives with parity recovery.
If you were going to put stuff on it to give to someone, with internet speeds being what they are today, it's probably faster for somebody to simply download the same 650 MB-4.5 GB directly.
