These can not be upgraded to Windows 11 (supported by MS).

How so? We aren't talking about a dual-CPU Sandy Bridge system with multiple GPUs here; this is a basic 6th gen with limited ad-ons. I wouldn't expect more than 20-25W average.

Assuming 25W average, that's less than $32/year running 24/7 at the US average 14.47 cents/kWh. You might be able to knock $20 a year off that number if you get a super power efficient 8W system, but I wouldn't call a delta of $0.05 a day costly. (Obviously this may change a bit for people in CA/AK/HI or the north east, but even then we're still only talking maybe $0.10/day.)

If you're interested in this, also check goodwill online. I have an i3-6100 based SFF machine I won in auction for ~ $50 recently.

Asrock has some embedded mobos with low-power passive-cooled Celeron CPUs. I got one one N3150M for around $60. You just have to add in RAM, case, PSU (even a pico-psu will work), and a disk (maybe USB drive). I spent around $150 in total for everything. Unfortunately, these Celeron mobos usually cost $100+ nowadays.

Anyway, if you need build a software router or NAS or something similar, this kind of stuff is always an option to consider.

Depends - what do you need? What do you need to run, how many physical Ethernet ports do you need?

If you legitimately need to run heavy, depending on your traffic and what additional services you might need, then you may actually need this. If not, you can find all sorts of smaller, cheaper USFF boxes on eBay that will burn half the power and take up even less space, likely with less noise as well.

And even if you do plan on running a lot of services you may still be better with a thin client and a 4 port NIC, paying a bit more for the machine up from but getting more horsepower at a lower energy cost. Over time (2-3 years) a few dollars a month in difference would probably offset your initial savings.

It all comes down to whether you need to transcode (adding subtitles, audio format incompatibility, lower resolution for mobile clients, etc). If you can direct play everything, the CPU requirements are minimal. Once you throw in transcoding though, they can jump substantially, especially if you don't have the hardware to offload it to a QuickSync/NVENC encoder.
