Costco prices on Instacart are 20~30% jacked up and pay an extra service fee if delivery.
I'm not saying it's not a deal, just saying it's not that big of a deal.

How does that make your order 'close to free' (I assume you mean the delivery fees and 20% upcharge)? Don't they just refund the out of stock item and carry on with the rest of the order as-is?

out of stock items do not affect any discounts. Not sure about instacart for percentage off but doordash it's that way
That means if 20% off up to $99 you can hit $500 of out of stock
For $50 off $100 you order about $50 of out of stock, etc.
That way you only pay minimum service fee which is around $2.50 or something
on doordash when I do this the orders can literally come for $0.
On top of thefree orders any item that is incorrect is refunded at full price even if you paid nothing. Say you order a $50 off $100 coupon and buy a $50 blender. Even if your total is close to $0 if they bring you the wrong color after you specified a color means a full refund. So not only free stuff but also profit.
easiest way is to go to the store and look for empty shelves. Dishonest way is ask the shopper to refund an item over chat. Other method is call the store and verify an item on instacart listed as likely out of stock is indeed not in stock
The last time I got an Instacart deal for Lowes it included free delivery. I stocked up on mulch and saved a bunch since I would have needed to make 2 long trips back and forth with my small car ,plus with the discount and not having to lift it made it a nice deal. But the person who delivered it was a short, tiny, super skinny old lady about 60 years old. When I saw her I rushed out to help her, and by the time I got to her this tiny, 90 lb. old lady was lifting 2 HUGE bags of mulch in her arms! Its hard enough for me to lift 1 bag,let alone 2 bags at once!

I had a 50% off that I ended up using w/ a + trial and got about $30 off vs buying direct from Lowe's. I was happy with that. My wife got a 40% on her account, but with $15-16 in fees and the inflated prices we were only going to save about $10, so I passed on that one.
