If using it for a steam deck, like I am, the 4k @ 30 doesnt matter because you arent going to be gaming at 4k on the steamdeck.

The Steam deck can absolutely do 4K60 for something like Terraria or some emulators. I ran those off my 4500u laptop

EDIT: bought the 4K60 version of this, cannot easily get the Steam Deck to output 4K60. If buying just for that, prepare for lots of research and experimentation

if you want 4K at 60Hz on the cheap you need displayport.

I bought this little guy [cablematters.com] in 2017, and 5 years later is still going strong!

And this one also supports daisy chaining of monitors: I've driven two external 4k monitors with a single displayport cable out of this one. Due to bandwidth on USB-C, that configuration was either 2x 4k resolution@30Hz, or lower resolutions at 60Hz. Still, it was amazing to have power, ethernet, two USBs and 2x monitors running from my laptop with a single USB-C cable (and that was in 2017).

It says 100W in and 85W out because it uses 15W for "operation". So if I used my laptop's standard charger at 65W it'd only output 50W? I think it'd still charge but not sure.

looking for the cheapest USB-C hub that's 10Gbps, has at least two USB-C plugs, at least two regular USB, and at least one 4k 30fps HDMI (ideally 60 fps).

Laptop chargers are designed to be able to charge the battery while powering the whole rest of the laptop simultaneously. If it's still getting more than half its original power, it'll charge fine. Just a little slower

TVs don't have DisplayPort. Also, most USBC hubs use DisplayPort internally to squeeze video and USB through a single cable. Like this one
